Professor of Cyber Policy at the University of Maryland

Francesca Spidalieri is a Cybersecurity Consultant for Hathaway Global Strategies LLC, the Co-Principal Investigator for the Cyber Readiness Index 2.0 project at the Potomac Institute for Policy Studies (PIPS), and a Non-Resident Fellow at the Kosciuszko Institute. In addition, Francesca is a Professor of Cyber Policy at the University of Maryland’s School of Public Policy, a Senior Fellow for Cyber Leadership at the Pell Center for International Relations and Public Policy, a Research Associate at the Center for Cyber Security and International Relations Studies at the University of Florence (Italy), and a Distinguished Fellow at the Ponemon Institute (USA). She also serves as a Consultant for the World Bank, as a Cyber Policy Subject-matter Expert for the Global Forum on Cyber Expertise (GFCE), as well as a Cybersecurity Subject-matter Expert and CRI 2.0 Liaison at the United Nations International Telecommunications Union (ITU). Her academic research and publications have focused on cyber risk management, cyber leadership development, cybersecurity education, and national cyber preparedness and resilience. She lectures regularly at cyber-related events in the United States and Europe and contributes to journal articles and other publications on cybersecurity matters affecting countries and organizations worldwide.
