Współpraca regionalna i międzyregionalna jest niezbędna, aby zapewnić, że miasta, państwa i regiony mogą zwiększyć swoje cyberbezpieczeństwo, rozwój technologiczny i większą konkurencyjność gospodarczą, a w rezultacie - w pełni wykorzystać swój potencjał.

Inicjatywy takie jak Trójmorze zwiększą regionalną konkurencyjność gospodarczą, zapewnią silniejszą, bardziej odporną i sprzyjającą włączeniu społecznemu UE oraz pokażą, że Europa może być światowym liderem we wspieraniu innowacji opartych na wartościach.

Bezpieczeństwo cybernetyczne i odporność cyfrowa Europy zależy od odporności cyfrowej jej regionów. Dążenie do bardziej humanocentrycznej i opartej na wartościach transformacji cyfrowej musi rozpocząć się właśnie tam.
